Dover was laid out in 1764 as Joner's Town and became a borough in 1864, but most of its houses come from a much later wave. The population grew from about 1,200 in 1970 to about 1,900 in 1980 and has held near that since. The median home dates to the mid-1970s, and more than two-thirds were built before 1980.

That makes Dover a town of houses around 50 years old, many of them due for a second roof, newer windows, a panel upgrade or new plumbing. Nearly two-thirds are detached, most households own, and about a third of homes are in buildings with two or more units. Heat is split: about half the homes use gas and about two in five heat with electricity, the largest electric share after Dillsburg among the towns on this site.

Dover Township is a separate municipality with its own permit process, so a Dover address doesn't settle which rules apply. Building permit applications for the borough go to the Dover Borough office on Butter Road.
